With the thunderstorm rolling in and it's possible effect on fish and breeding, do I need to do the water change prior, during or after the thunderstorm?

The last storm we had about 2 weeks ago, I did nothing and my Bolivian Rams bred. I have heard doing a water change pre and during the storm, but I have no data to back up which way works better. I think when the fish are in the mood, they will make it happen.

Are these alleged affects due to barometric pressure?

Yes, it is not so much rain as the change in pressure as the front moves in.

Yesterday, before and during the storm, I had a pair of angels who bred, as well as electric blue fryeri, two pairs of blue eye cichlids and Malawi Blue Dolphin where also trying. I remember one of our speakers, a few months ago, saying how they were at a show and a pair of fish who never spawned, suddenly started to spawn as a major storm came through, knocking power down etc.
